Can not create product attribute value for new created product attirbute

Description

After create new prodution attribute "Shoes Size", I press "new record" button on attribute value tab, but I can not found any field to maintain the value.

please see attached picture for detail information.

can only create records in the Tab "Attribute Value" when "Attribute Value Type = List"
