PackIn of Additional SystemUsers with standard System-User-Role not possible (id=0 evokes a key not Null constraint error)

Description

If a PackIn is done with the standard SystemUserRole the following error results:

Database Error.: DBExecuteError:ERROR: null value in column "ad_role_id" of relation "ad_user_roles" violates not-null constraint Detail: Failing row contains (1000001, null, 0, 0, Y, 2024-11-29 13:16:31.739, 100, 2024-11-29 13:16:31.739, 100, 7bf18cbf-a279-40fe-abdb-afbaf0da81a6).

This seems to be due to the fact that the System Administrator Role has the id = 0. Here the data.

A similar test was performed in Version 12-Test System, also with an error, there the message was not displayed and the logs were not easily accessible.

For me it would be good if this is changed in Version 12, but 11 would also be helpful.

Environment

It was tested in several fresh execution environments also a development system mostly in Version 11 but also on Test in Version 12 (see below).
