Refactoring: extract background job code from process dialog as API

Description

The process dialog has a “Run as Job” flag that allows user to run a process/report as background job but there’s no API for developer to do that programmatically.

This ticket will extract the create background job code from process dialog and make it an API that developer can make use of.
