Workflow error in Production (Single Product)

Description

When I try to complete a production order and some component don't have stock show the message (without stock) but when I try to complete again show the message:

Active Workflow for this Record exists (complete first):
Not Started: (Start) (SuperUser))

Hi , as we talked this is solved in 8.1.

Is caused by - and it can be restored in your 7.1 if you revert the two commits there - but then you reopen the possibility of the bug fixed in that ticket (which maybe doesn't happen in your implementation, so it wouldn't be a problem).

Hi , I tried to reproduce the error in triage4 server.

With HQ warehouse adding T-Shirt (without stock) - the order completed without problem and the T-Shirt stock went to -1

Then I configured Fertilizer warehouse to forbid negative inventory, and created another production in Fertilizer, the error shown is correct: "The Fertilizer warehouse does not allow negative inventory for Product = PTable_Patio Table, ASI = 0, Locator = Fertilizer (Shortage of 1)"

Please add steps to reproduce in one of the 8.1 test servers.
