Add translation tables for TAX - c_taxgroup, c_taxtype

Description

please add translation table for TAX - c_taxgroup, c_taxtype
i found that miss for my set-up. would be nice to get it multilingual
pls.

Closed because the C_Tax table already has a translation tab and the other 2 tables mentioned in the ticket are not part of iDempiere's core, they are used in plugins. The tables exist for legacy reasons but the windows are deactivated by default.
