Report Wizard is able to change system templates from within client

Description

It is possible to change the templates owned by System from the client within Report Wizard.

Steps to reproduce:
Open Invoice (Customer)
Press Alt-P
Change Print Format to: Invoice_Header ** TEMPLATE **
Click on Report Wizard
Click on Select All
Click OK

Data owned by System is changed !!
