Users created from the webstore are triggering the workflow with client System

Description

Create a new user from this page:
https://demo.idempiere.com:8443/wstore/loginServlet

The user is created correctly on gardenworld client, but the corresponding "BP Approval" workflow is being created on tenant System. SuperUser can't see this approval workflow on GardenWorld, but in System.
