Locator Editor inconsistent in the application of filter

Description

Test Case (Garden World, HQ Warehouse):

  1. Create "Reserved Locator 1" with Y=1, Default=No. Set it as the Reserved Locator for HQ Warehouse.

  2. Change "Default HQ Locator"'s Default to No.

  3. Create "HQ Locator 1" for HQ warehouse with X=1, Default=Yes.

  4. Create "Test Product 1", add to "Standard 2003" price list.

  5. Create "Physical Inventory" document for "Test Product 1", set "Quantity Count" to 1 for locator "HQ Locator 1". Complete the document.

  6. Create a new "Standard Order" with 2 Order Line, Line 10 for "Test Product 1" and Line 20 for "Mulch 10#". Both line with Qty=1.

  7. Generate Shipment for Order with Document Action="Prepare".

  8. Open shipment document. Open the Locator dialog for "Test Product 1" shipment line, open the locator drop down list, it is showing 3 items instead of 2 (Should have "HQ Locator 1" and "Reserved Locator 1" only). Right click on the locator field and select ReQuery. Open the Locator dialog again and now the locator drop down is showing 2 items (Same issue for both grid and single record view).
