Script altercolumn is not recreating previously assigned permissions on dependent views (AP2-357)

Description

Discovered in Trek Global:

The script altercolumn is used when adding or modifying columns to tables.

In some cases postgresql cannot change the view directly, so the script deletes the view - and at the end recreates it.

When there are other postgresql users with permissions assigned to the views, dropping/recreating the view is dropping the permissions previously assigned.
