Sales Order/Proposal BP shipper, cause inability to complete

steps to reproduce 1. open Seed Farm Inc. select delivery via - shipper 2. create new order/proposal (header+min 1 line) 3. complete it > error message: Fill mandatory fields: Shipper
BUG: in case proposal/quotation is shipper field is invisible, cant change but delivery via inherited from BP. then not possible to complete.
