Implement some callouts for Bank Transfer process parameters

Description

Using the new IDEMPIERE-3629, it's possible to add validations to process parameters via IProcessParameterListener.

Suggesting here to add some validations to Bank Transfer:

  • set dateacct = statementacct

  • validate that from and to banks cannot be equal
