Scheduler not running - ( Failed to create new process instance ) in log

Noticed in an scenario when there are many schedulers that run at the same time when starting the server.

Some of the schedulers are not launched leaving an error in the log mentioning:
Failed to create new process instance for

Traced the cause to be the process factories has not been completely loaded.
