Triaged as a Won't fix due to a lack of interest from the community in 3 years.
A common approach is to batch close orders after a certain time to avoid errors caused by user reactivating orders, as described in the ticket
if this is still a problem, please feel free to reopen the ticket and add extra details.

I guess this can be make configurable with a new tenant level flag, for e.g ALLOW_REACTIVATE_CLOSE_PERIOD_ORDER. Should default to Y to maintain backward compatibility.

Correct - but the proposed validation destroys that possibility. In such case I think the default system must allow the open case - and these validations are specific business needs that can be configured via extension.

before purchase order when re-activated belonged to old/previous/closed period, but with date change order was moved to new/actual/current period - which is opened because running.
this is optimistic case when user wants change PO date to current. In our case user don't wants change date to actual, but leave unchanged and want change other details (eg. increase qty)

Tried the test case:
reopened an old purchase order
reactivated
changed date to current date
complete - it worked fine
Period can be opened when Period is closed for Purchase order date/period.
