Info Window C_Bpartner_Location.C_Location_ID sIdentifier='Y' break sorting

Description

issue: when change c_bpartner_location.c_location_id as identifier, then sorting doesn't works by Partner Location.

Steps to reproduce:
1. login as system to client system
2. open table c_bpartner_location, open column, c_location_id
3. change c_location_id column from isIdentifier='N' to isIdentifier='Y'
4. new sales order zoom into business partners, search all partners, order by Partner Location>>BUG (see log)

REMARK: we also found in database some Bpartners without Locations...
