Support for layered window customization

Description

Improvements on window customization functionality (user def window/tab/field):

  1. added 'layering' of customizations: as of now only one customization can be done for a element, while we allow for more then one to be applied, based on priority: its possible for example add callouts to a window at client level, and change apparence of the same fields for a role (or user)

  2. added logical grouping of field to improve readibilty of ui (it become clear to identify wich fields are really customized)

  3. removed language from window, and added translations tab, to reduce the number of customizations needed in multi language installations (And added a flag if translations are to be applied)
