Can't login to iDempiere monitor if same user/pass exist in a tenant

Description

Can't login to iDempiere monitor if same user/pass exist in a tenant.

Test case - create SuperUser with password System on GardenWorld with a role.

Then you cannot login to idempieremonitor with SuperUser

, this method is used to login in felix and idempiereMonitor, not normal tenants.

i worry user at client B will surprise when he can login to client B by accident of two admin when they use a same default password
