Allow Prepare Proposal without check the limit credit
Description
Thinking in do more configurable the system, I believe is not necessary check the credit on quotation, i created a MSysConfig CHECK_CREDIT_ON_QUOTATION and i modified the MOrder to avoid this validation.
Maybe is a good improvement.
