hi , i don't start bundle is ok. but i think better remove bundle org.apache.felix.webconsole.plugins.ds
it's not need in idempiere.
for people, who want use felix for manage service. they can configuration felix with more fully.
ticket also for IDEMPIERE-2557, because i must test it in same time.

a bit wrong in prev report.
for redo issue in eclipse. just set auto start of bundle felix.scr to true.
quick solution for duplicate issue in production environment : in felix web console. stop felix.scr and restart server

why eclipse don't has duplicate issue but run from bin has issue?
it's by default level start of bundle is difference in two environment. let order of felix.scr (2.0) and order of equinox.ds switch in two environment.
how to make eclipse has same issue? set default start level = 2.
why has duplicate? because has two bundle (felix.scr (2.0) and equinox.ds) implement same service.
relate issue don't load bundle after restart server. will continue study.
