make "Next Business Day" on Payment Term work (and add a new "Previous Business Day" option)

the "Next Business Day" flag found on Payment Term window is not working when creating the order / invoice pay schedules, only the nextbusinessday function uses this column to return the correct date

another common requirement for us, is the need of a "Previous Business Day" option.
