SwingUI can't show all components when Initial Client Setup Processes

The Window for Initial Client Setup Process can not show the components of top and bottom.

Hi, @JohnnyLee. this is idempiere, not compiere , feel free to fix it in your instance and upload your patch at here.
swing is slow response because almost people don't use it.
some people just use some useful function of swing.

It's reported 8 months ago, and simple to correct it. Now iDempiere3.1 has been released, yet with this bug

+centerPanel.add(new JScrollPane(parameterPanel), BorderLayout.CENTER);

I've read the Wiki abount complainning Compiere dit not accept code from community.
