Hi Carlos,
Tests are ok here ; i'm adding it to our dev instance.
Maybe the default locale should be the login language ?

, I'm attaching an alternative patch that I think it can be better following the advice from locale sorting.

If the patch works ok I think similar approach must be included at:
MCity
MCountry
PO
NamePair

The only doubt that make me think is if the Collator must be declared with the default local or, in the case of region, city, country with the locale of the country being listed.
