You can not complete non-binding orders when there is no credit available

Ok,
That sysconfig are for POS ORDERS, and PREPAY ORDERS, not for PROPOSAL or QUOTATION orders (before non binding order).
Then I could put another ticket to request a similar function but for PROPOSAL and QUOTATION orders, something like:
CHECK_CREDIT_ON_CASH_PROPOSAL_ORDER and CHECK_CREDIT_ON_CASH_QUOTATION_ORDER...because I think that is important make QUOTATIONS without checks credit..

, in iDempiere non-binding means no stock reservation, better not to mix the two concepts.
The credit check rule you're commenting is business specific - about credit check in past we have added sysconfig keys CHECK_CREDIT_ON_CASH_POS_ORDER and CHECK_CREDIT_ON_PREPAY_ORDER to cope with some of these business case scenarios.

The idea of non binding order is make an ofer without any kind of binding or checks, it is only an offer..for example if you have sales man, they cant complete his orders if his clients dont have credit and this is corret, but if they only need make a info quote??..they dont need check credit..or only need check it and complete order..

, I think that's the idea of credit check.
The binding/non-binding affects stock reservation, not credit check.

When you try to complete non-binding Order (propousal) and client don't have credit avaible, the document still in draft and I can't complete it.
If this document is "non-binding" only a warning about credit state is requerid. (Will be allowed to complete the document by default)
