changing field with type "Time" and "Date+Time" using scroll of mouse.

Usability for customers.

Environment

When I position the cursor of mouse, for example, to hour and scrolling the mouse I need that the value of hour was changing. This need for minutes and seconds with increment 5 too.

Can you do the "Time" without AM/PM?
When I login with Russian language the "Time" without AM/PM.
