Use browser default language instead of Client System's

Description

Hi,

ATM, the default language on the login screen is the System language.
It would be better to have the browser language (and if not found take System's).
(I thought there was already a ticket on this subject but i can't find it)

Tested this patch locally with IE, FF and Chrome.
