ZK7 - Report toolbar missing (select format, output etc.)

Description

problem: printformat toolbar missing

steps to reproduce
1. open a report - e.g. open orders
2. run the report - html running - cant change any report parameter

User SuperUser/System Client GardenWorld

i believe bug relate "fall on layout" is by change of zk7. maybe we need a update overall not control by control

test: toolbar displayed its ok but fall on layout. screens zk6 zk7 are attached
