Performance gadgets portlet is not sized correctly on login
Description
When logging into iDempiere, the Performance gadgets portlet does size to correctly display the gadgets. In order to see the gadgets correctly, the user must first enlarge the portlet to full window size, then shrink the portlet back down. Only then do the gadgets display correctly.

Added ZK_DASHBOARD_PERFORMANCE_TIMEOUT system configurator to allow user to fine tuning the timeout of the script to update the height of the performance gadgets portlet.
