Locator list is not update

Description

1. make new warehouse name "new"
2. make new locator with default locator = true
3. make physical inventory set warehouse is "new"
4. make a line select locator
message as attach is display

Sorry, I have a mistake when read error message.
I update this issue. reason of issue is locator dialog not load new locator data.
your comment still correct for https://idempiere.atlassian.net/browse/IDEMPIERE-1887#icft=IDEMPIERE-1887

I think solution must be similar to https://idempiere.atlassian.net/browse/IDEMPIERE-1597#icft=IDEMPIERE-1597
https://bitbucket.org/idempiere/idempiere/commits/2a3cc9d

Check on beforeSave and disallow changing that field if there are lines.
