Cannot change Client & Role with access to more than one Client

I know. I see some problem with login. but I don't know all spec to fix it.
need a complete spec for this screen. login is has many diff requirement .
some requirement can conflict, need a config value.
example:
current: if user has ldap name. user use ldap to login, if user hasn't ldap, he can use name
I want only use ldap.

current password policy check by data of idempiere. i want check by policy of ldap server.
...
