Generate Production from Project with Phase - New Process

Description

Added new process to Generate Production from a Project, Project Phase, or Project Line. See attached Patch and Pack In.

This ticket is complete in that it can successfully generate production records. The patched code has outstanding TODO actions to generate additional fields in the core tables. I will create a new ticket to add the new fields and update the current patch to make use of these new fields. See: https://idempiere.atlassian.net/browse/IDEMPIERE-2416

The reason to separated the tickets is to make this ticket very easy to add with little review.

NOTE: the 2412-getPhaseLines.patch is only needed if you have not already installed https://idempiere.atlassian.net/browse/IDEMPIERE-2410. I recommend that you install ticket #2410 first.

Ticket 2410 improves the existing Generate PO from Project process. 2412 applies the same concept but to Production orders.
